I read that the soy phytoestrogen can mimic the human estrogen, high levels of which can be toxic and may even lead to breast cancer. What exactly are the high levels of soy?

If that were true, then every vegan, man or woman would have breast cancer. As would every Asian, man or woman. And that’s simply not so.
The plant-based estrogens in soy are similar to but not the same as human estrogens, and don’t have that negative side effect. In fact, they have protective effects for a woman, particularly preimenopausal and post-menopausal women, as they help to prevent or minimize osteoporosis.
The estrogen-like and progesterone-like substances in HRT, though, are an entirely different matter.
